what about the possibility of local councils issuing a licence to DJ, PLI,PAT, and business registration required to get the licence, As the local council issue licences to venues it would be in the venues intrest to use legit DJ's or lose their licence. (i maybe barking up the wrong tree, but i'm sure someone will put me straight)
